Construction Management is a professional service that provides owners with the highest level of control over their building project. It is through this approach that the basic elements of a project: scope, time, cost and quality can be controlled to meet critical project requirements while maximizing value.
The Construction Management project delivery system is based on an owner’s agreement with a qualified construction firm, separate from the architect, to provide construction leadership in addition to administrative and management duties. Typically the service is provided two ways:
- Agency Format: the Construction Manager (CM) is an advisor to the Owner throughout the project,
- At-Risk Format: the CM accepts no specific responsibility for project performance, including cost.
In New York State the “Wickes Law” requires that all major publicly-procured construction be divided into a minimum of four prime contracts: general construction, electrical, mechanical and plumbing.
The CM supervises and mediates the important players throughout the different phases of the construction process.
- Design Phase: During this phase the CM is a crucial member of the design team, providing real market pricing, value engineering, constructability and systems analysis. Additionally the CM designs the project’s “General Conditions” which ultimately dictate how construction will commence on site with minimal invasion of the Owner’s daily activities, while promoting safety and efficiency.
- Bid Phase: The CM uses his real-market experience to divide the work among trade contractors in packages that make the most sense in term of schedule, cost and labor availability.
- Construction Phase: The CM overseas the job, ensuring that the interdependent disciplines and project requirements are coordinated to meet expectations for time, cost and quality.
